Haine's actual blood relation to Lily is debatable, as are his relationships to Giovanni, Luki, and Noki, all of whom call him their older brother. Alternatively, his name is spelled "Heine."

Orphaned as a young age and suffering from amnesia, Naoto was raised and trained by a swordsman whom she originally thought was her parents' killer. He even gave her a new name since she couldn't remember her own. Naoto discovered after his death, however, that he had never killed her parents. Instead, the murderer was a woman who shares her name. Naoto has a large cross-shaped scar on her chest and wields her late teacher's katana.

Bishop runs an old church as its only priest and has apparently known Haine for a long time, long enough for Haine to entrust him with the care of Nill. Bishop is blind but has the uncanny ability to "see" using his other senses. In fact, there is speculation over the exact power of his other senses, as Haine calls him "a fierce guardian" of the church. Bishop even prepares to defend himself and Nill using his walking cane in such a way that indicates a hidden blade. He also has a lolita complex and dresses Nill in that fashion, much to her chagrin.From Dogs: Bullets and Carnage Volume 3
We find out in Chapter 28 that Bishop is actually Ernest Rammstein, the "lost number 1" Cerebos Prototype.

AKA "Herbst". He used to be from the underground, and was sent up to deal with Dave Nails and his group, who were getting too close to things. In the process he hurt Badou's eye and hand, and probably killed Dave as well. He also then discovered some sort of morality, became enthralled with the "world above", began studying and became a classical music conductor.

He invited Badou to come to a concert to try to make reparations of some kind for his past acts. He also still seems to be involved in things in his "Herbst" persona.
