If you want text only translations, I don't know.

For translated scans, http://www.omanga.net has Himiko-Den and http://www.snoopycool.com has Majin Devil. Just a warning though, neither has http downloads available at the moment. But there's always IRC.

I don't know anything about the availability in Japan, but I do know that Himiko-Den is not a hentai manga. It's just a normal manga that does have bits of nudity, generally non-sexual I think, here and there.

Interestingly, where I would write it as "Tenjyou Tenge" Oh! Great writes it as "Tenjo Tenge". When it appears in the manga, it's always written (in the color illustrations and stuff) as "ten JHO tenge", no? hmm, I think that's right.
