If you want text only translations, I don't know.

For translated scans, http://www.omanga.net has Himiko-Den and http://www.snoopycool.com has Majin Devil. Just a warning though, neither has http downloads available at the moment. But there's always IRC.

I don't know anything about the availability in Japan, but I do know that Himiko-Den is not a hentai manga. It's just a normal manga that does have bits of nudity, generally non-sexual I think, here and there.
