Perhaps 主上 (shujou) here implies a "high lord", some kind of an exhalted noble? As in, Takayanagi promises that is Kago is gone, then Tokugawa Ieyasu would be the first among all the daimyou in Japan... It's equally hard for me to believe that someone would openly talk about changing the dynasty...
